General Guidelines on Tambayans in the U.P. Main Library
1. Definition
A tambayan is a space within the University which the members of a student organization regularly occupy in order to conduct organization activities.
A student organization is a group of at least 15 students who have common goals and interests, embark on joint activities in pursuit of these goals, and meet regularly to form close bonds.
A recognized student organization is one which has been given permission to conduct its activities within the UP premises, to make use of University facilities, and have a tambayan. The organizations in the Main Library are given recognition by the Office of the Vice-Chancellor for Student Affairs (OVCSA) through the Office of Student Activities (OSA) upon completion of specific requirements.
2. Assignment and Duration of Stay in Tambayans
The University, through the OVCSA, shall designate the area consisting of both wings of the Main Library and the adjoining kiosks as a tambayan area.
The eighteen (18) existing recognized student organizations who have their tambayans in this area will occupy it for as long as they are recognized student organizations. These are UP Red Cross Youth, UP Rifle Pistol Team, UP Lakan, UP Sidlangan, State Varsity Christian Fellowship, UP Palaris, UP Amnesty International, UP Iso Dabaw, UP Catandungan, UP Saligan, UP Tangway, UP JODERA, UP Outdoor Recreation Group, UP Victory Christian Fellowship1, UP Science and Technology Society, UP Quantum Honor Society, UP Sandigan, and UP Mountaineers.
This tambayan area will not be open to other university-based organizations unless one or more of the eighteen organizations currently occupying it ceases to exist or to be recognized, or if privileges for a tambayan are withdrawn as penalty for violating these guidelines, in which case their tambayan site/s may be assigned by the OVCSA to any university-based organization which lacks tambayan.

The University will reclaim ther area only for these reasons:
The Main library will use the space to expand its structure
The space will be used for student services which are academic in nature such as reading center, bag depository station, discussion room after using AV materials, book exhibits, etc. However, the University will not reclaim the area to hand it over to commercial entitites.
Should the University reclaim the area for the reasons stipulated above, the student organizations will not be evicted until the University provides tambayans near the center of student activity.
Should the Main Library decide to start any project of the library which would affect the existence of the tambayans, there will be a consultation between the Main Library administration, the student organizations to be evicted, the Vice Chancellor for Student Affairs, and the Campus Architect. There will be no mass eviction without proper consultation and without proof that library expansion will indeed begin immediately after the student organizations vacate their tambayans. There will be no mass eviction if the student organizations cannot be provided tambayans near the center of student activity.
If any of the student organizations are not recognized by the OVCSA for the current schoolyear, the occupation of the tambayan by that organization will be on probationary status. In case of suspension of the OVCSA of any of the 18 student organizations, the privilege to occupy a tambayan in the library premises by that organization is withdrawn.
3. The Committee on Main Library Tambayans
There will be a committee on Main Library tambayans composed of representatives from the eighteen organizations. This will be the body of students to be consulted in tambayan-related issues.
There will be a yearly election of officers which will be elected by the representatives from among themselves for the positions of chairperson, vice-chairperson, secretary, and public relations officer, and other positions which may prove necessary for the efficient functioning of the committee.
4. Regulation within Tambayans
Respect the peace and quiet of nearby tambayans.
Keep the tambayans always clean.
Tambayans shall not be transferred to any other place.
Gambling, drinking alcoholic beverages, and immoral acts are prohibited in tambayans.
Regular inspection of tambayans shall be conducted by the university officials or their designated representatives.
Radios and other sound equipment may be turned on in tambayans provided that they are kept at minimal volume. No other appliances shall be allowed.
A tambayan shall not be shared by two or more organizations.
Any undertaking such as putting cabinets, display boards, electrical fixtures, convenience outlets, etc. shall not be allowed in the tambayan except those approved by the Main Library management.
The parking lot adjacent to the library building are reserved for the Library Director, Library staff, ILS Dean and faculty and guests. (north).
Students may use parking lots near the kiosks (north and south).
Parking of vehicles except for delivery trucks/vans is prohibited along the north and south driveways and the whole length of Apacible Street.
5. Penalty
Any student organization which violates any of these regulations will be issued a warning.
For the second offense, there will be another warning.
For the third offense, all privileges for a tambayan will be withdrawn after proper consultation with the organization concerned.
Section 2 and 3 of the “Rules on Student Conduct and Discipline” of the University of the Philippines as approved by the Board of Regents upon recommendation of the UP Diliman University Council, shall likewise be enforced.
6. Implementation
These general guidelines cover all eighteen organizations currently occupying the Main Library premises as stipulated in Section 2.2 of these guidelines.
These general guidelines shall be imposed by the Committee on Main Library Tambayans. The Committee on Main Library Tambayans shall be in coordination and consultation with the Library Director, OSA, and OVCSA.
All tambayans in the Diliman campus are under the management of the Office of the Vice-Chancellor for Student Affairs. Thus all issues related to tambayans are within the scope of responsibility of the OVCSA.
7. Effectivity
These general guidelines take effect immediately upon approval of the Chancellor of the University of the Philippines Diliman upon the recommendation of the student organizations concerned, the Director of the Main Library, and the Vice-Chancellor for Student Affairs.
We, the student organizations based on the Main Library, together with the Main Library Director and the OVCSA, hereby submit these guidelines for approval.
